In the first place, it is necessary that whoever establishes the rules to judge does his task correctly; This does not free the problem of bias in the regulations or in the pronouncements, because full objectivity is impossible, but there will be important advances when the work of legislating is in the hands of enlightened and virtuous people. There will always be errors in the task; It is impossible not to make mistakes sometimes in the election of legislators, but the challenge of writing the rules in a clear, synthetic and consistent manner merits allocating the best resources to the selection.
